Map: Where are face masks required in Minnesota?

On July 22, Gov. Tim Walz Wednesday issued a rule requiring people to wear masks or face coverings in public indoor spaces in Minnesota. You can learn more about the details of the order here.

A good number of cities and institutions had already adopted face mask requirements in Minnesota to help curb the spread of the coronavirus — including St. Cloud, Bemidji, Shoreview, Roseville and St. Louis Park.

The statewide mandate supersedes any city order, unless the city has imposed stricter requirements. Walz’s order does allow for cities to impose stricter mask requirements than the state.

After a lengthy debate, the St. Cloud City Council on Monday voted 5-2 to approve the emergency ordinance, which took effect immediately.

Bemidji’s mask requirement began Tuesday.

Mandates in Shoreview, Roseville and St. Louis Park will be effective starting July 27.

The Metropolitan Airports Commission also voted to institute a mask requirement at the Minneapolis-St. Paul International Airport beginning July 27.

Other cities and institutions with mask mandates include Duluth, Minnetonka, Rochester, Mankato, Winona, Edina, Minneapolis, St. Paul and the University of Minnesota.

Face coverings are also required for entry into the 105 state court facilities. (Note: These facilities are not currently included in the map above.)

Minnesota Supreme Court Chief Justice Lorie Gildea issued the order that applies to everyone from attorneys to witnesses to judges. The face masks can be removed in a courtroom only with permission of a judge and if other precautions can be taken.

Previously, in a letter to the National Governors Association, the Retail Industry Leaders Association asked governors to require mask-wearing nationwide.

RILA, which represents Target, Home Depot and other major chains, says different rules around the country have made it confusing for shoppers and often lead to conflict between customers and workers trying to enforce store rules. Videos on social media have shown shoppers getting angry when employees ask them to wear a mask.

A growing number of businesses, like Target, Walmart, Best Buy, Caribou, Starbucks, Menards and Costco, require shoppers to wear masks, while others only encourage it.
