Texas Target Communities (TxTC) is the premier community engagement program at Texas A&M University. For over 25 years, TxTC has been working alongside local governments and community stakeholders to create sustainable communities across Texas. Through a threefold outreach approach, TxTC helps communities become more equitable, resilient, and adaptive.

TxTC helped Liberty County with creating the the Liberty County Strategic Plan in 2015, and helping the County with the current update.

A strategic plan, also known as a comprehensive plan,  is a long-range strategic document designed to guide development decisions for the next 20 years. The core elements of the plan can include development considerations, transportation, community facilities, economic development, environment and open space, and housing.

Six years ago, Liberty County adopted the Liberty County Strategic Plan. Since then, the county and region is facing changing conditions. The Strategic Plan Update takes these changes into account when reassessing goals and priorities for the future.

Local community members and leaders as well as local stakeholders work together with Texas Target Communities to develop the strategic plan. Once adopted, the strategic plan will be used by county and city officials to guide land use related decisions for Liberty County.

The Strategic Plan may be used for several purposes such as … 

• Communicate the overarching vision.
• Guide development approvals by representatives such as elected officials.
• Serve as a basis for regulations such as subdivision regulations, and building codes.
• Inform and support capital improvement plans.
• Support grant applications and proposals made by the county.
